Cooperating Partners

 

Since its inception, ZAMSIF has been collaborating with public, private and non-governmental organizations in the implementation of various components of the program. The strategy has been to tap into available expertise on the ground (universities, donors, line ministries, NGOs, etc) to ensure best possible products and outcomes. In order to facilitate its capacity building initiatives ZAMSIF is increasingly relying on partnerships with experience as training providers.  ZAMSIF is currently collaborating with  the following partners:

 

SNV in North-western and Western Provinces - the capacity development for districts under a programme called the District Capacity Building Support. The aim of the project is to promote good governance and improved service delivery to communities and thus contribute to poverty reduction. Through the partnership, SNV has been providing capacity building support in the areas of financial management, planning and strategic management aimed at improving service delivery capacity of councils.

Support to Decentralised Rural Development in Southern Province (SDRD-SP)

– this programme together with ZAMSIF has been providing advice to districts in Southern Province in District Planning process. A number of districts have, through this process been able to develop District Situational Analysis and conduct Poverty Assessments. SDRD-SP has been very active in the review of the District Planning Process and Manual. SDRD-SP has provided both financial and human resource to hosting the various consultative workshops. 

Development Cooperation Ireland  in Northern Province - ZAMSIF and DCI have signed a Memorandum of Understanding (MoU) which describes working relationships. The MoU acknowledges that both programmes will continue to implement their respective mandates. However, in implementing their programmes, both parties recognize that they have certain joint areas of interest and activity and fully recognize the need to partner together in their efforts to further the development process in Zambia. These areas of joint interest were identified as being at National, Provincial, district and sub district level.

The two organisations will collaborate in strengthening the capacity of local governance institutions and participative democratic decentralization in Zambia.

The support will include funding community projects in the peri-urban communities of selected districts in Northern Province. ZAMSIF, on its part, agrees to support the implementation of capital projects that have a strong local authority and/or community partnership.

Development Cooperation Ireland (DCI) will provide funds not less than €500,000 (five hundred Euros) over the three-year period (scheduled as follows: €100,000 in 2003; €200,000 in 2004; and, €200,000 in 2005) for peri urban community driven projects jointly administered and managed by the communities and the local authorities.

ZAMSIF will facilitate communities to access funds using existing processes linked to community-based initiatives. Where appropriate ZAMSIF will provide relevant training to ensure communities capacity to access and implement identified projects.

Kfw – the Kreditanstalt für Wiederaufbau (KfW) or (Germany Development Bank formerly Bank for Reconstruction) has proposed to provide German Financial support to the focal area “Decentralised rural development in Southern Province”. The proposed project will focus on service provision of District Administrations; participatory planning; Monitoring and Evaluation for Poverty Reduction and the decentralisation process. ZAMSIF is expected to be the executing agency. The programme is expected to commence early in 2005.
